WP1: Pre-conditions of digital co-creation

In WP1, we will identify the pre-conditions regarding digital co-creation in the federal government. These pre-conditions will be identified through in-depth interviews with stakeholders in the federal government (and with other stakeholders involved) and through a representative survey of citizens. They will address different dimensions such as the nature of the project, the nature of methods and technologies used, digital skills, and variety of stakeholder roles.

Expected research results:

  • Analysis of stakeholder roles related to co-creation in federal government projects, identifying both internal and external stakeholder roles
  • Analysis of stakeholders’ attitude related to co-creation in the federal government and the factors contributing to this attitude (norms, beliefs, motivations, skills, etc.)
  • Identification and categorization of the preconditions for citizens and other external stakeholders along dimensions such as nature of the project and nature of the method and technology used and along the digital skills of the stakeholder
  • Understanding of the pre-conditions of internal stakeholders (public servants, political representatives, etc.) towards co-creation
  • Guidelines to enforce an inclusive co-creation of government services with citizens

WP2: Development of the digital co-creation roadmap

In WP2, we will develop the co-creation roadmap following several iterative design cycles taking insights from the complementarity of digital co-creation methods.

Expected research results:

  • State-of-the-art description of digital co-creation methods
  • Insights about the complementarity between co-creation methods
  • Suggested data analysis techniques to exploit co-creation outputs
  • Usable methodological guidelines to implement co-creation

WP3: Assessing and evaluating outcomes of digital co-creation

In WP3, we will build on the policy network outcomes frameworks in order to assess and evaluate the outcomes of digital co-creation in a balanced way. We will design a multidimensional outcome assessment framework and methodology along three dimensions of outcomes and three levels of assessment, and subsequently test and optimise it by applying it in one or more ongoing use cases of digital co-creation

Expected research results:

  • State-of-the art description of what is known about outcomes of (digital) co-creation
  • Identification and definition of different outcomes along three dimensions and at three levels of assessments
  • A balanced outcome assessment framework containing validated outcome indicators and metrics along these dimensions and assessment levels
  • A tested methodology to assess and evaluate these outcomes of digital co-creation
  • Empirical and theoretical insights on the way the preconditions (see WP1) and the digital co-creation roadmap (see WP2) enhance outcomes in real-life practices, as well as trade-offs and threshold levels of outcomes
